PWD office and APST buses burnt down
ITANAGAR, Nov 4: The office building of Superintending Engineer (Coord), PWD, Mowb 2 here was reduced to ashes in a massive fire in the wee hours of November 4.
All important files, documents, papers and other properties of the office were burnt to ashes in the fire which broke out in between 1.30 am to 2 am, Capital Complex SP Alok Kumar said. The cause of the fire is yet to be ascertained, he said.
A failed attempt to set fire on the SE (PWD) office building at Naharlagun was also reported.
In another incident, three buses of Arunachal Pradesh State Transport Services (APST),
which were being parked at STS station at Ganga were set on fire by some miscreants

The single fire tender, which rushed off to the spot and tried to extinguish the fire, soon ran out of water and it took another half an hour to refill it. By the time the fire tender returned to the spot after refilling, all was almost over, he said.
The same case was also witnessed in the Mowb 2 incident, eye witnesses said.
Daily bus services from Itanagar to Pasighat, Bomdila and city service from Doimukh to Dera Natung Govt Colleges had to be suspended today due to shortage of departmental bus after the incident, the station suprintendent said.
An FIR was lodged with police against the miscreants, added he.
“No arrest has been made so far in connection with both the incidents,” SP Kumar said, adding that the two night chowkiders of the Ganga STS bus station, who were detained by police, were later released after interrogation.
It is pertinent to mention here that insufficient fleet of fire tenders, including refilling point in capital complex was highlighted by this newspaper few months back. But the authority did not take any initiative to further strengthen the fire brigade by inducting new fire tender into its fleet.

State unit of Bharatiya Janata Party (BJP) said that today’s incidents of burning Govt properties should not be considered as normal one. The incidents, infact, exposed the district administration and undoubtedly it is a big slap on the local administration since the incident occurred at a time when 144 CrPC was being imposed.
The BJP demanded for constitution of an enquiry committee headed by a retired High Court judge to investigate the incident. The party also demanded state government to restore the rule of law for peace and progress of the state.
Meanwhile, the Nyishi Elite Society (NES) has strongly condemned the act of bus and Govt office building burning by miscreants and urged the Government to investigate the matter and arrest the culprits immediately under appropriate section of the law. NES urged the district administration to intensify the night patrolling and implement the 144 Cr.P.C. imposed in the Capital Complex effectively. Vehicles plying without number plates should be checked and restricted, it said.

All Nyishi Youth Association (ANYA) has expressed shock over damage caused to the state properties by burning APST buses and Govt office building by some miscreants.
“The cowardice act by miscreants deserves strong condemnation from every section of the society,” ANYA said in its release and demanded the Home Department to apprehend the culprits and book them under appropriate provision of the law.
It also demanded mass transfer of police personnel posted at both Itanagar and Naharlagun police stations.
Arunachal Law Students Union (ALSU) has also strongly condemned the burning down of Govt properties.
While demanding the authority to conduct a judicial enquiry into the incident, ALSU sought exemplary punishment for the miscreants involved in the crime.
“Burning down of public properties like office and bus is big crime. If accused is arrested there should not be any compromise and strict action taken under appropriate section of law,” stated ALSU president Tadar Tarish.
All Arunachal Pradesh State Transport Employees Welfare Association expressed shock and anger over setting fire on state transport buses, including a JNNURM bus by miscreants. While condemning the barbaric act, the association demanded immediate arrest of the culprit involved.
The association has given 10 days ultimatum to the state government to arrest the culprits failing which it has threatened to launch state wide ‘chakka bandh’. The association also demanded the state government to constitute a special investigation committee to investigate the incident.
All Arunachal Pradesh Unemployed Youth Organisation (AAPUYO) also vehemently condemned the burning down of government properties and described it as cowardly act. It is a great loss not only to the Govt but also public and its employees, AAPUYO said and demanded the authority to bring the culprits as well mastermind behind the incident to book and give them exemplary punishment.

Lohit conducts stress management program for police personnel
MAHADEVPUR, Nov 4: Lohit district is all set to conduct Stress Management Program (SMP) for all police personnel in all the police Stations and police outposts in the district. This is the first ever initiative of its type to be organized in this scale, reaching out to all men and women in uniform in the entire district.
The first SMP was inaugurated in Mahadevpur today by Mito Dirchi, EAC Mahadevpur.
Dirchi congratulated the SP Tezu and Lod Tari, OC, APP, Mahadevpur for conducting the program. He also explained the benefits of Yoga and called upon all the trainees to take up the course in the right spirit to derive maximum benefit. He further exhorted all police personnel to regularly practice the breathing technique for a healthy and stress free life.

Decentralised Planning and Professional Planning Support to PRIs
ITANAGAR, Nov 4: A One Day State Level Workshop on Decentralised Planning and Professional Planning Support to PRIs was conducted by SIRD Arunachal Pradesh here today. The workshop was attended by Zilla Parishad Chairpersons, ADCs cum District Panchayati Raj Development Officers (DPDOs) and District Planning Officers.
Inaugurating the Workshop Nyabin Ete, Director SIRD stressed on the need for revitalising Panchayats at the grassroots level for the purpose of preparation of meaningful participatory plans involving PRIs and official functionaries in the State. He emphasised on the need of active involvement of District Planning Officers in the process of enabling the PRIs to prepare Plans and expected that State Govt would provide adequate support particularly at the Gram Panchayat Level for this purpose.

Arunachal gets three awards from India Today
ITANAGAR, Nov 4: Arunachal Pradesh received three awards in the ‘Most improved small states’ category instituted by the leading magazine of the country India Today here at a gala function held at Hyatt Regency this afternoon.
Chief Minister Nabam Tuki received the trophies on behalf of the state, which was adjudged the Most Improved Small State in i) Investment Sector, ii) Macro Economy and iii) Overall Performance. Union Finance Minister Pranab Mukherjee, Chief Guest of the India Today Conclave 2011, gave away the trophies. The Conclave was also attended by Chief Ministers of all wining states, Union Ministers, MPs and other dignitaries.

District level SSA governing body meet held
ITANAGAR, Nov 4: A Papum Pare district level governing body meeting of SSA district mission was held at DC’s conference hall, Yupia today.
Participating in the meeting, Doimukh MLA Nabam Rebia emphasized on quality works under SSA. SSA mission is a centrally sponsored programme and will be directly monitored by the Centre, the MLA said and called upon the ZPMs and department concerned not to compromise on quality of works under SSA.

Governor seeks assistance of expert naval divers
ITANAGAR: In order to expedite the search and rescue operation at Seppa and downstream of Kameng River, Arunachal Pradesh Governor General (Retd.) J.J. Singh took up the matter with Ministry of Defence and personally spoke to Union Defence Secretary Shashi Kant Sharma on Nov 4.
The Governor informed the Defence Secretary on the latest situation on the hanging bridge collapse, which resulted in lot of causalities and about eleven persons who are still missing.

Dr Jini’s kindness saved my sister
Dear Editor,
My idea of medical service in our state was not very high and those of high medical officers were not better, but to my pleasant surprise, I was proved wrong by Chief Medical Officer, General Hospital, Naharlagun in particular and its staff in general.
On the night of Oct 30, my sister was critically ill and was referred to Guwahati for treatment. Problem of managing an ambulance seemed an uphill task to me, anyway I called up C.M.O, Naharlagun and requested for his help. Frankly I didn't expect much would happen but he took prompt action and arranged an ambulance to take us to Guwahati. I will ever be grateful to him and would not able to repay him ever. If not for him my sister would not have been alive.
I hope people like him will always keep burning the lamp of humanity and other officers should take cue and be sympathetic towards poor and needy.

Capable student leader is the need of the hour

The XVIth Biennial Conference-
But of late, it’s conspicuously seen that the union elections have turned into a political arena. The candidates are affiliated to one or the other politicians. The elections are fought under their auspice, who support the candidate of their choice. To ensure their victory, the political patrons entice the voters with money and other allurements. Obviously after emerging victorious, these student leaders would bend to the interest of their political boss. Instead of becoming a true student leader, they become the Netaji’s stooge, who dances to the latter’s tune by often keeping at bay the community's interest. Under the leadership of such dubious leaders, the union deflects from its motto. In such a scenario, many capable candidates without political affiliations are ignored and the union is deprived of a strong leader. Consequently, the credibility of the union is at stakes. In absence of strong civil bodies of the Mishmis, AMSU is expected to play a host of roles, such as stress on quality education, launch tirade against the opium menace, check the influx of migrants, prevent the marginalization of Mishmis politically and uphold the dignity of the natives, etc.
The need of the hour is of a capable student leader, who can galvanize the dormant youth power to work selflessly for the society. The student community needs to understand that the union election is not only about raving up and casting their votes. They should ensure that they vote for a candidate, who can deliver the goods without fear and prejudice.

Ban, hoarding and inflated prices
Dear Editor,
I would like to post some comment on banning of tobacco products, by various fly by night organizations. I do accept the negative aspects of tobacco consumption, but as an adult member of the society, it is my right and choice to indulge in whatever vices I want to without hurting the sentiments of the majority. Yes smoking, tiranga consumption among school children is rampant and it should be discouraged through awareness and one should not forget the role of parents and family, plus legislations have been passed to control it. Society as a whole should act these organizations has no authority to ban things whatever it maybe.
Does banning really solve the problem? It only leads to hoarding and inflated prices. A pack of cigarettes costing Rs 25 is being sold at Rs 50. The only ones profiting are vendors and wholesalers. The administration doesn’t seem to care. You get cigarette at Rs 25 at district whereas in the capital of a state the rules are openly floated by everyone. It explains the sorry state of affairs. The govt could start on a positive footing if prices are checked on every items used by the common people, though it may sound ridiculous but drops makes an ocean.
Lastly use your precious pages for useful news, not for any know all organizations.

What is the motive behind such sudden compassion?

The Heri Youth Welfare Association strongly condemn 7 days ultimatum by one Yumlam Achung, who claims to be president of All Nyishi Youth Association (ANYA) wherein he demanded renaming of Indira Gandhi Park as Heri Tai Memorial. Heri Tai is a martyr of the Nyishi community who laid down his life for the greater cause of the Nyishi community. We the family members of late Heri Tai are at pain to read the local dailies of November 2 issue where one Yumlam Achung so called president of ANYA demanded the State Govt to rename Indira Gandhi Park as Heri Tai Memorial Park. The entire Heri clan does not support such meaningless demand which smack of political motive and malafide intention.
The 7 days ultimatum is uncalled for and is an act to take undue advantage for selfish motive and thereby defaming the supreme sacrifice of late Heri Tai.
The family members of late Heri Tai under the banner of All Heri Youth Welfare Association out rightly reject and strongly condemn the demand of Yumlam Achung and group. Heri clan does not recognize Yumlam Achung led ANYA and strongly warns them not to interfere in our family matter.
What is the motive behind such sudden compassion for late Heri Tai? Yumlam Achung may kindly clarify on why he did not express condolence to the bereaved family by visiting them at their home? Why he did not visit RK Mission Hospital when he was admitted there and taking his last breath? Why he did not attend the funeral which was attended by every member from Nyishi community?
Moreover, Yumlam Achung or his representatives did not take the consent of late Heri Tai family before demanding renaming of the Park to the State Govt.
Regarding the Heri Tai case, the Heri clan strongly believes that matter will be seriously taken up by the NES, ANSU and legislators of the Nyishi community.
Therefore, the Heri clan warns Yumlam Achung led ANYA and any organization in future to refrain from playing with the sentiments of Heri clan and make mockery of the supreme sacrifice of late Heri Tai for their selfish interest.
The All Heri Youth Association also demands to the state government to nab the culprits who shot late Heri Tai on 11 October, 2011 at IG Park and award exemplary punishment.

Dear Editor,
Public Sense, albeit the absence of it is a pan India occurrence particularly so in case of our beloved state.
Take for instance, the ATM Booth. Go to any ATM kiosk and one will see it all swarmed by people. To top it all, you have a separate queue for the women folk, so much so for gender equality which I believe is typical of Arunachal only. This crowding of the ATM kiosk defeats the very purpose of a secure ATM Pin no.
It is very clear even from a layman's perspective that a criminal minded person can easily manipulate the situation and can rob a person. It would be far better if we be a bit patient and show a bit of common sense as well and stand in a queue outside rather than cram the insides.
The same people when they go out to some other states are all courtesy and gentleman personified, they waits, follow the rules etc. Wonder why they can't do the same in their hometown!

Efforts to meet the needs of poor
The United Nations adopted eight Millennium Development Goals (MDGs) in the year 2000 which has become a universal ramework for development to achieve better future for all. The Goals have galvanized unprecedented efforts to meet the needs of the world’s poorest. The global community decided to achieve these goals by 2015.
The publication Keep the Promise: Millennium Development Goals throws light on various MDGs and explains the opportunities offered by India to achieve those MDGs through various case studies.
The UN firmly believes that Goals remain achievable through national ownership and inspired leadership, both of which are indispensable to accelerating progress on the MDGs.
To achieve inclusiveness in all these dimensions requires multiple interventions, and success depends not only on introducing new policies and government programmes, but on institutional and attitudinal changes.
